Itshares a border with Perth and Kinross, Moray and Argyll and Bute. These councils, and Angus and Stirling, also have areas of the Scottish Higjland s within their administrative boundaries. Itcovers the mainland and inner-Hebridean parts of the traditional counties of Inverness-shire, Ross-shire, and Cromartyshire as well as all of Sutherland, Nairnshire and Caithness as well as the far north-west of Argyllshire. The region was created in 1975, and had the districts Badenoch and Strathspey, Caithness, Inverness, Lochaber, Nairn, Ross and Cromarty, Skye and Lochalsh, Sutherland. In 1996 these districtcouncils were wound up and their functions were transferred to Haghland Council, making it a unitary authority. These districts continue in use as areas for area committees.
